双辽市人民政府关于公布实施双辽市新一轮城镇基准地价等土地价格的通知(双政发〔2020〕8号)

各乡、镇(zhen)人(ren)民政(zheng)府,各街道办事处,市政(zheng)府各部门(men):

  为(wei)进(jin)一步加(jia)强我市(shi)土(tu)地价(jia)格管理(li),规(gui)范土(tu)地交易行为(wei),促进(jin)房(fang)地产市(shi)场(chang)健康发展,保证土(tu)地价(jia)格适应我市(shi)经(jing)济社(she)会发展需要,经(jing)省自(zi)然(ran)资源厅批准,市(shi)政府决(jue)定(ding)公布(bu)实施更(geng)新后(hou)的双辽市(shi)城(cheng)区(qu)及各乡镇基准地价(jia)等土(tu)地价(jia)格。现将(jiang)有关事项通(tong)知如下(xia):

  一、本次公(gong)布的双辽市城区及(ji)各乡镇基准(zhun)地(di)价等土(tu)(tu)地(di)价格,是在2016年(nian)公(gong)布实施地(di)价基础上,以近期社(she)会经济及(ji)土(tu)(tu)地(di)市场等资料为依据(ju),经综合分析测算更新确(que)定的商服、住宅、工(gong)(gong)业(ye)等用(yong)途的基准(zhun)地(di)价、土(tu)(tu)地(di)出让纯收(shou)益(yi)、土(tu)(tu)地(di)年(nian)租金和工(gong)(gong)业(ye)用(yong)地(di)出让最(zui)低价标准(zhun)等土(tu)(tu)地(di)价格。

  基准(zhun)(zhun)地价指(zhi)在土地定(ding)级(ji)范围内(nei),在平(ping)均(jun)开发利用(yong)条件下,不(bu)(bu)同(tong)级(ji)别或不(bu)(bu)同(tong)均(jun)质地域的建(jian)设用(yong)地,按照商服、住宅、工业等用(yong)途分别评(ping)估,并由政府确定(ding),某一估价基准(zhun)(zhun)日的,法定(ding)最高出让年期国有建(jian)设用(yong)地使(shi)用(yong)权的区域平(ping)均(jun)价格(ge)。

  土地出让(rang)纯收(shou)益(yi)(yi)指土地定级范(fan)围内各级别分(fen)用途(tu)国(guo)有建设用地土地使用权法定最高出让(rang)年期的政(zheng)府平均纯收(shou)益(yi)(yi)。

  工业用(yong)地出(chu)让最(zui)(zui)低价标准指各级别工业用(yong)地土地使用(yong)权法(fa)定最(zui)(zui)高出(chu)让年(nian)期的最(zui)(zui)低价格。

  土地(di)年租金是(shi)指土地(di)出让(rang)最高年期的(de)基准地(di)价(jia)或土地(di)出让(rang)纯收益贴现到(dao)一年期的(de)地(di)租标准。

  二、本次公布(bu)的基准地(di)(di)价范围为(wei)双辽市土(tu)地(di)(di)利用总(zong)体规(gui)划确定(ding)的城镇(zhen)(zhen)可建设用地(di)(di)范围内的土(tu)地(di)(di)。包括双辽市中心城区、12 个乡(xiang)镇(zhen)(zhen)〔双山镇(zhen)(zhen)(农场)、茂林镇(zhen)(zhen)、卧(wo)虎镇(zhen)(zhen)、服(fu)先(xian)镇(zhen)(zhen)、玻璃山镇(zhen)(zhen)(种羊场)、王奔镇(zhen)(zhen)、兴隆镇(zhen)(zhen)、东明镇(zhen)(zhen)、柳条乡(xiang)、那(nei)木乡(xiang)、永加乡(xiang)、新立乡(xiang)(鸭(ya)场)〕和1个街(jie)道(红旗街(jie)道)政(zheng)府所在(zai)地(di)(di)的土(tu)地(di)(di)。

  三、土(tu)地(di)级(ji)(ji)(等(deng))别(bie)(bie)的确定。本次公布(bu)的基准地(di)价(jia)中心城区商服(fu)用地(di)4个级(ji)(ji)别(bie)(bie)、住宅用地(di)4个级(ji)(ji)别(bie)(bie)、工业用地(di)3个级(ji)(ji)别(bie)(bie),乡镇政府所在(zai)地(di)的土(tu)地(di)分为3个等(deng)别(bie)(bie)。确定宗(zong)地(di)的土(tu)地(di)级(ji)(ji)别(bie)(bie)和等(deng)别(bie)(bie)应以城区土(tu)地(di)级(ji)(ji)别(bie)(bie)图(tu)(tu)和乡镇等(deng)别(bie)(bie)图(tu)(tu)和级(ji)(ji)别(bie)(bie)范围说明为准。宗(zong)地(di)跨(kua)级(ji)(ji)别(bie)(bie)的,以高(gao)级(ji)(ji)别(bie)(bie)为该宗(zong)地(di)级(ji)(ji)别(bie)(bie)。商服(fu)用地(di)以道(dao)路为级(ji)(ji)别(bie)(bie)界线的,高(gao)级(ji)(ji)别(bie)(bie)向(xiang)低(di)级(ji)(ji)别(bie)(bie)延伸一个宗(zong)地(di)。

  市城(cheng)区土地级别图(tu)范围以外的(de)国(guo)有土地使用权(quan)价格,参(can)照相应土地用途末级地执行。

  四、基准地价内涵。

  (一)估价基准日:2020年1月(yue)1日。

  (二)设定土(tu)地(di)(di)(di)开(kai)发程度:中(zhong)心(xin)城(cheng)区(qu)商服用地(di)(di)(di)、住宅用地(di)(di)(di)为宗(zong)地(di)(di)(di)外“六通(tong)(tong)(tong)(tong)”(通(tong)(tong)(tong)(tong)路(lu)、通(tong)(tong)(tong)(tong)上(shang)水、通(tong)(tong)(tong)(tong)下(xia)水、通(tong)(tong)(tong)(tong)电、通(tong)(tong)(tong)(tong)讯、通(tong)(tong)(tong)(tong)热力)和(he)宗(zong)地(di)(di)(di)内(nei)场地(di)(di)(di)平(ping)整(zheng)(zheng),中(zhong)心(xin)城(cheng)区(qu)工业(ye)用地(di)(di)(di)为宗(zong)地(di)(di)(di)外“五(wu)通(tong)(tong)(tong)(tong)”(通(tong)(tong)(tong)(tong)路(lu)、通(tong)(tong)(tong)(tong)上(shang)水、通(tong)(tong)(tong)(tong)下(xia)水、通(tong)(tong)(tong)(tong)电、通(tong)(tong)(tong)(tong)讯)和(he)宗(zong)地(di)(di)(di)内(nei)场地(di)(di)(di)平(ping)整(zheng)(zheng);一(yi)等乡(xiang)镇为宗(zong)地(di)(di)(di)外“五(wu)通(tong)(tong)(tong)(tong)”(通(tong)(tong)(tong)(tong)路(lu)、通(tong)(tong)(tong)(tong)上(shang)水、通(tong)(tong)(tong)(tong)下(xia)水、通(tong)(tong)(tong)(tong)电、通(tong)(tong)(tong)(tong)讯)和(he)宗(zong)地(di)(di)(di)内(nei)土(tu)地(di)(di)(di)平(ping)整(zheng)(zheng),二、三等乡(xiang)镇为宗(zong)地(di)(di)(di)外“三通(tong)(tong)(tong)(tong)”(通(tong)(tong)(tong)(tong)路(lu)、通(tong)(tong)(tong)(tong)电、通(tong)(tong)(tong)(tong)讯)和(he)宗(zong)地(di)(di)(di)内(nei)土(tu)地(di)(di)(di)平(ping)整(zheng)(zheng)。

  (三)基准地(di)(di)价(jia)用(yong)(yong)地(di)(di)类(lei)型(xing):基准地(di)(di)价(jia)的用(yong)(yong)地(di)(di)类(lei)型(xing)是指商服用(yong)(yong)地(di)(di)、住宅用(yong)(yong)地(di)(di)、工业用(yong)(yong)地(di)(di)3大类(lei),土(tu)地(di)(di)利(li)用(yong)(yong)分类(lei)体系中其(qi)他建设(she)用(yong)(yong)地(di)(di)与上述基准地(di)(di)价(jia)用(yong)(yong)途进行衔接。各(ge)用(yong)(yong)地(di)(di)类(lei)型(xing)名称和内涵遵(zun)从《土(tu)地(di)(di)利(li)系现状(zhuang)分类(lei)》(GB/T21010-2017)规定。

  (四)设定(ding)土地(di)平均容(rong)(rong)积率(lv)(lv):中心城区(qu)商服用地(di)和住宅(zhai)用地(di)平均容(rong)(rong)积率(lv)(lv)为(wei)1.8,工业用地(di)平均容(rong)(rong)积率(lv)(lv)为(wei)1.0。各乡镇商服用地(di)和住宅(zhai)用地(di)平均容(rong)(rong)积率(lv)(lv)为(wei)1.5,工业用地(di)平均容(rong)(rong)积率(lv)(lv)为(wei)0.5。

  (五)设定土地使用(yong)权(quan)年期:商服用(yong)地40年、住(zhu)宅用(yong)地70年、工业用(yong)地50年。

  五(wu)、土地(di)(di)(di)用(yong)(yong)(yong)(yong)途的确(que)定。本次(ci)公布的基准(zhun)地(di)(di)(di)价维持(chi)原商(shang)(shang)服、住宅(zhai)(zhai)、工业三种基本用(yong)(yong)(yong)(yong)途不变。根(gen)据《土地(di)(di)(di)利用(yong)(yong)(yong)(yong)现状分类》(GB/T21O10-2017),商(shang)(shang)服用(yong)(yong)(yong)(yong)地(di)(di)(di)包括批发零售用(yong)(yong)(yong)(yong)地(di)(di)(di)、住宿餐饮用(yong)(yong)(yong)(yong)地(di)(di)(di)、商(shang)(shang)务(wu)金融用(yong)(yong)(yong)(yong)地(di)(di)(di)、其(qi)他商(shang)(shang)服用(yong)(yong)(yong)(yong)地(di)(di)(di)等(deng);住宅(zhai)(zhai)用(yong)(yong)(yong)(yong)地(di)(di)(di)指城(cheng)镇(zhen)用(yong)(yong)(yong)(yong)于居住的各(ge)类房屋(wu)用(yong)(yong)(yong)(yong)地(di)(di)(di)及其(qi)附(fu)属设(she)施用(yong)(yong)(yong)(yong)地(di)(di)(di):工业用(yong)(yong)(yong)(yong)地(di)(di)(di)包括为工业生产及直接(jie)为工业生产服务(wu)的附(fu)属设(she)施用(yong)(yong)(yong)(yong)地(di)(di)(di)、采扩用(yong)(yong)(yong)(yong)地(di)(di)(di)、仓(cang)储用(yong)(yong)(yong)(yong)地(di)(di)(di)等(deng)。

  六、鼓(gu)励(li)使用(yong)地(di)(di)(di)(di)(di)(di)下空(kong)(kong)间。单建地(di)(di)(di)(di)(di)(di)下空(kong)(kong)间,按规(gui)划建筑性质确(que)(que)定(ding)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)(di)用(yong)途;结建地(di)(di)(di)(di)(di)(di)下空(kong)(kong)间参(can)照(zhao)(zhao)地(di)(di)(di)(di)(di)(di)上(shang)(shang)主(zhu)体建筑物性质确(que)(que)定(ding)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)(di)用(yong)途。地(di)(di)(di)(di)(di)(di)下各(ge)层(ceng)(ceng)以在地(di)(di)(di)(di)(di)(di)面(mian)(mian)的垂直投影面(mian)(mian)积(ji)为用(yong)地(di)(di)(di)(di)(di)(di)面(mian)(mian)积(ji),地(di)(di)(di)(di)(di)(di)下空(kong)(kong)间使用(yong)权(quan)基准(zhun)地(di)(di)(di)(di)(di)(di)价(jia)(jia)按宗地(di)(di)(di)(di)(di)(di)所在级(等)别土(tu)(tu)(tu)地(di)(di)(di)(di)(di)(di)出(chu)让纯收益(yi)的一定(ding)比例确(que)(que)定(ding),地(di)(di)(di)(di)(di)(di)下空(kong)(kong)间一层(ceng)(ceng)使用(yong)权(quan)价(jia)(jia)格按照(zhao)(zhao)地(di)(di)(di)(di)(di)(di)上(shang)(shang)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)(di)出(chu)让纯收益(yi)的20%确(que)(que)定(ding),地(di)(di)(di)(di)(di)(di)下空(kong)(kong)间二(er)层(ceng)(ceng)使用(yong)权(quan)价(jia)(jia)格按照(zhao)(zhao)地(di)(di)(di)(di)(di)(di)上(shang)(shang)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)(di)出(chu)让纯收益(yi)的10%确(que)(que)定(ding),地(di)(di)(di)(di)(di)(di)下空(kong)(kong)间三(san)层(ceng)(ceng)及以下使用(yong)权(quan)价(jia)(jia)格按照(zhao)(zhao)地(di)(di)(di)(di)(di)(di)上(shang)(shang)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)(di)出(chu)让纯收益(yi)的5%确(que)(que)定(ding)。

  七(qi)、本(ben)通(tong)知自(zi)2021年1月1日起开始执行。原《双(shuang)辽市(shi)人民政(zheng)府关于公布实(shi)施双(shuang)辽市(shi)新(xin)一轮城(cheng)镇基准(zhun)地(di)价等土地(di)价格(ge)的(de)通(tong)知》(双(shuang)政(zheng)发〔2016〕31号)文件同时废止。

  八、本次(ci)公布的基准地价(jia)等土地价(jia)格实施中(zhong)涉及(ji)的具体问题,由市(shi)自然资源局负责解释。
